What is this thing? Buddhist?

I posted this in "Garage Sale" finds but nobody had an idea yet, so I am posting this here.

Picked this up at a yardsale for a buck, it just intrigued me. It is plastic, vintage, and no marks of any kind. Measures about 8.5" tall x 6.5" wide. It spins open and has a little place to put stuff. I may keep the cool little sucker! Any help would be appreciated.
