What type of error is this coin?

A friend asked me to post some pictures here to find out if this is a mint error, or damage. I've never seen anything like this. If I recall correctly this is a 1997 Rosie....

As you can see from the pictures (I hope) the rims are knobby, and edges more deeply.

Appears to possibly have been encased. Can't tell for sure. I would say pmd regardless.
