73 Kennedy Half - mondo strikethrough or pmd?

I know a strikethrough is supposed to only have damage one one side, but if this was pmd something must have had to smack the snot out of the one spot, then both sides sanded/ground down smooth. Any ideas what caused this if it's not a strikethrough? Thanks in advance

Someone drilled a hole in it than refilled it sometime later.

hadn't thought about that..it would have had to be punched (see the volcano of clad on the tails side) but could be. Thanks!
