Maybe the cheapest method but not the most realistic. The San Jose is one of the richest shipwrecks lost anywhere in the world. The government of Columbia knows this. Lots of companies are standing in line waiting to get to it. But it will have to be done right, which means an archaeologist, and proper mapping, photography and excavation methods are going to be required.
(am I the only "treasure hunter" on Tnet that believes in doing good archaeology and perserving as much as the artifacts and history as possible?) Clam shell buckets? Are people still dynamiting reefs to extract coins
