i dont know for sure. the thing with the heart cutout looks like a ladies shoe sole.(maybe a heel tap?)

Don't know about the button at all...but Baltimore City Police sounds very reasonable. As for the piece with the heart cut out, it is an old heel plate...civil war period. These are pretty common with the heart design....as well as others.

The heel tap is Civil War vintage a pair was found recently (in perfect condition) at a known Civil War site. The
style was identical to yours. HH Bob.B
