Hey Breezie,
I wish for you that it was a Mint mark on the shoulder, but it looks to me like the deterioration and eroding of the coin to me. I do agree it is offset but really looks like erosion to me. Good luck.

Zinc with a copper coating. pour combination. Makes a great battery when the copper is breached.
