Could Even Be Henry Ford Back then The chassis' Were built then body builders put all kinds of custom cab and boxes on them. Without a clear pic of the workings, Or a Big sign on it saying ford or Federal or Mac You will never know

I wonder why someone would take this picture?

Anyway... two observations:
1) Anyone recognize the emblem on the side, near the front of the vehicle?
2) If that back tailgate were to fall, that gentlemen might have a huge headache (if he survives).

This may help. This picture shown in a magazine from 1919. There are a few items on it that might indicate it was used in fire-fighting. 0819181859 (1).jpg However, the shovel and fire-axe would also be used to clear roads, etc.
