Could be part of a bleeder or blood letter Etc. Usually there were several in a folder similar to a knife. Early medical tool?
Rusted exato knife? :-\

Exacto knives were made of stainless steel this one is heavier no rust just tarnished it is green

That was just a guess more in filling space than anything else. The shape is not right for X-knife.
I'm still going with early medical tool.
