Since you actually believe there is a treasure, I'll share my findings with you (Be warned though, Shot down by Big Scoop!)
I counted the prime numbers in each of the ciphers and by my count there are 43 different ones in #1 , 43different ones in #3 and in #2 there were 37 or 38 if they counted 1 as prime. They all have 21 numbers in common (2,3,7,11,17,19,29,31,37,41,43,59,61,67,71,73,83,101,107,113,211.)
There are 5 numbers that are in 1 and 3 but not 2. 13,23,139,461,and617 "People with it measures offices"
Maybe BigScoop is right but it was exciting to find!
