Looks like a glorified horse collar with Roman ,Italian.French ,and American mid sixteen hundreds golden age influence....

Figure wearing the headgear/veil looked like an Ichabod Crane/headless horseman dismounted at first...l.o.l..
Might be an item to help date era and which culture is being displayed. To then keep going forward towards date of headboards build.
