I am going to take a wild guess and say either modern civilian or diplomatic button.

sadly it has a mid-1900s shank

Sorry dean the others are correct. At first it looks special but the self shank back was patented in 1934. It resembles the Great Seal and I decided to search Waterburys many pages of eagles to find something similar. I got lucky. Yea sorry. Its a very cool old button. Has some great patina. It may even fall under the category of political.
