Ceramic is a great insulator for electricity.
Water is a pretty good conductor.
A toilet has an air gap in the water flow so foul odors cannot come back up.
No possible electrical circuit. I forgot this.

Cold dry weather and artificial clothing can generate static electricity.
Static electricity wants to ground itself and travels the path of least resistance.

Rubber is pretty much non-conductive.
A lot of shoes are made of this material.
( Do you see where this is going?)

A stream of water to a grounding location can deplete the electrons built up in a
static filled environment thus completing the circuit.

This can be painful.
