Garage sale What's IT ? 645 is it silver?

I got this at a yard sale but I'm clueless as to what it is. It is hinged and opens and closes as the pictures show ( I hope.)
The 645 is the only mark.

I,m new to this site and hugely impressed. Thanks to all! It appears the mystery is solved! Grew up On Air Force bases and did 4 years myself. Thanks for your service and your help.
