I found this neat gemstone set in some kind of metal on the sidewalk. It is very heavy for it's size. Any thoughts on it would be great.

I cannot tell much from that photo either. It looks like a small "whitish gray" metal wrapped object, on a large field of wood, during a lunar eclipse.

So I'm saying Moonstone, but not with any measure of surety.

There are also synthetic moonstones. You need to see the back of the stone to tell for certain.
I would take it to a local gem club and see what they think.
