Don't think it's Victorian era.
The hat seems odd, should be a clue to date.

Just looked at Mannekin Pis statue,1618, Obviously it inspired many artists, neither mine nor the copper recently found by Eem-Piem are duplicates, they are similar.
odd how similar items are found in short spaces of time.
IE, the peeing boy figures, and the Netherlands ducats found by myself and Bioprofessor.
