If a teller had a full roll of silver? And she/he didn't give it to you. And if she knew it was silver.

I would say "I know its silver too and could I have at least 1?" That's a way to get silver from a teller that hoards silver. She/he would feel bad and give at least 1 I bet.
What would you do?

You sound like a nice young man so you could probably pull that off.

Me not so much as she would probably accuse me of trying to rob her.

"this teller will not sell me that roll of quarters in her hand, I have the $10 here!"
Manager hands over the roll, and you give the $10.

clearly you have to scream at her, get the manager, buy the roll, come back later to dump the clads on her and give her an addition 150 dollars in pennies...works for me!

I would do as I have done in the past, offer 50-80% melt.

As wicka said, get the branch manager, tell them she refuses to sell you the roll showing the 10 dollar bill in your hand, and watch the manager get the roll as you began to slowly raise your voice. Than bring the $150 in pennies you have in your car and give them to her for her customer service. Bring them in tiny mason jars in boxes and make her unscrew them.

And if I didn't get it, then I would do this.

 
I would do as I have done in the past, offer 50-80% melt.

This is what I do, except instead of making an offer, I merely ask if he/she would like to sell them. I let the teller set the first price. I don't want to offer 80% of melt if 40% will buy them.
 
Kid, When you're old enough and this happens: get her a gift certificate to Frederick's of Hollywood, find out when she used it, ask her to dinner and then use your personality. If all goes well you won't even remember a roll of silver or care.

I do the same thing. I usually offer 15 times face value. if they say no then I offer 20 times face value.
