You’re right, I’m wrong about it being upside down. Didn’t notice it was ladies at first look. But I still think it’s a cap for a globe light fixture. Our bathroom light fixture has globe lights with the “cap” as the base.

At first to be honest, looking immediately at it, I saw an old revolving part of an early electric light fitting on an English side table. And earlier a candle in the middle throwing off those dainty womens shadows on a wall.
I have seen a number of those old things, not saying these are that old, on a few of the English antiques shows with auctions. Definitely seen that type of thing as a revolving shadow caster but I don't think at all that these are that looking at them after the first glance and reading others opinions.
