Those are small Plumeria trees. They lose their leaves in the winter. Right now after our hard freeze a few weeks ago everything is losing their leaves. Yes, that is a longboard my stepson keeps here as we're just a few blocks from the beach. I'm a Florida native but have never surfed. I love the beach and fishing but never got into surfing 🏄‍♂️

Yeah I had mates that surfed when we lived on the surf coast here, same here, I just fished.
